The Systems Change Collaborative to improve the health of people experiencing homelessness, convened by the Chicago Department of Public Health (CDPH), held its first meeting on March 2, 2022.
This Collaborative builds on existing efforts by providing a forum for partners to benchmark standards, disseminate best practices, identify common needs, and advocate collectively for policy and system changes that will expand access to high-quality, comprehensive care for people experiencing homelessness and those transitioning into housing.
The Collaborative will have several sessions in 2022 focused on advancing policy and systems issues such as data and technology, standards of care, continuity of care, housing and shelter models, sustainable funding models, and workforce development.
Over 30 key stakeholders serving people experiencing homelessness and housing instability are a part of this Collaborative, including people with lived expertise.
The Collaborative’s sessions are scheduled for the following dates:
- Wednesday, March 2, 2022
- Wednesday, April 6, 2022
- Wednesday, May 25, 2022
- Tuesday, July 12, 2022
- Wednesday, October 12, 2022

Meeting #1 – March 2, 2022
The first meeting’s focus is Standards of Care and has the following objectives:
- Establish understanding of the priorities of the Systems Change Collaborative and the Policy and Systems Change Framework
- Describe progress made so far around standards of care for people experiencing homelessness and identify common needs
- Discuss policy and system changes to support standards of care for people experiencing homelessness and identify action steps.
Meeting #2 – April 6, 2022
The second meeting’s focus is Shelter Models. The meeting objectives and resource links will be added closer to the meeting date.
Meeting #3 – May 25, 2022
The third meeting’s focus is Housing Models and Continuity of Care. The meeting objectives and resource links will be added closer to the meeting date.
Meeting #4 – July 12, 2022
The fourth meeting’s focus is Sustainable Funding Models. The meeting objectives and resource links will be added closer to the meeting date.
Meeting #5 – October 12, 2022
The fifth meeting’s focus is Workforce Development. The meeting objectives and resource links will be added closer to the meeting date.
